The World Costume Festival displays local Philippine and imported fabrics and materials used to make costumes, and costume and fashion accessories,[1] at a festival first introduced at Vigan City, Ilocos Sur, Philippines, on April 26 to May 2, 2013.

Body painting designs are among the many categories of costume art entered for competition. [2]

The festival features lectures, conferences, workshops and master classes on costume-making taught by international experts. The first WCF in the Philippines was organized by Sinag Arts Foundation. Filipino artist Rollie de Leon led the festival as project director in partnership with the Office of Mayor Eva Marie Singson Medina of Vigan.

Wikipedia:GMA Network Regional TV also provided strategic support for the duration of the festival. The event was held together with the annual Viva Vigan! Binatbatan Festival of the Arts.

De Leon said organizers are now planning to hold the festival every two years in Vigan City.[3][4][5]
